馬忠玉：男，1963年5月生，寧夏吳忠人，1989年10月加入中國共產黨，1984年7月參加工作。

教育背景

1992 獲西北農業大學生態經濟與資源管理博士學位。

1993—1996 英國愛丁堡大學（Edinburgh University）生態與資源管理學院，博士后研究；

1997—2004 短期研修、出訪國家包括：英國、美國、日本、德國、法國、瑞典、比利時、荷蘭、泰國、哥斯達黎加等國，擁有廣泛穩定的國際聯系。

2005—2007國家發改委信息中心博士后站，獲應用經濟學博士后學歷。

2013中共中央黨校廳局班，在培訓部世界經濟格局支部學習。

工作經歷

2012—至今寧夏回族自治區人民政府副秘書長，政府研究室、發展研究中心黨組書記、主任,中國人民大學環境學院教授，博士生導師。

2004—2012寧夏回族自治區發展和改革委員會副主任，黨組成員,中國人民大學環境學院教授，博士生導師。

2001—至今中國人民大學環境學院教授，博士生導師。

1998—2001 研究員，中國農業科學院農業自然資源與區域規劃研究所。中國農業科學院跨世紀學科帶頭人。

主要從事環境經濟學、自然資源管理、循環經濟、區域規劃以及氣候變化適應等領域的研究與開發工作。
